What does Phase 2 mean for Arkansas? 

Arkansas has been gradually working toward Phase 2 reopening, including the reopening of summer day camps, for nearly a month. Many of the elements of Phase 2 as described in the White House’s “Opening Up America Again” plan have already been implemented in Arkansas, Hutchinson said, including allowing nonessential travel and youth activities.

Starting today, June 15, restaurants and businesses will be allowed to fill up to two-thirds of their capacity, moving from the one-third capacity that was allowed during Phase 1. The governor said during the press conference on Wednesday that during Phase 2, Arkansans should continue social distancing and wearing a mask. 

Hutchinson said this criterion issued by the White House isn't reasonable for Arkansas, along with many other states, because "there is no perfect decline" and our state's trend line has "hills." 

What Does Phase 2 Mean For Your Family?

For Phase 2, the White House recommends limitations for group gatherings, like avoiding gatherings larger than 50 people. Non-essential travel could resume as well as school and camp activities, among other things.

Everything that was limited to 1/3 capacity can now move to 2/3 capacity, such as venues, restaurants, gyms and salons, as long as they can maintain social distancing. 

Gyms are now available to reopen pools, spas, showers, etc. as long as staff clean and disinfect these areas frequently based on usage. Staff should wear masks at all times, patrons should wear masks when not exercising. Staff should also ensure proper spacing of equipment as well as sanitizing of equipment after each use.

Elective Dental Services are now available as long as dental offices follow the screening guidelines for patients and the dental team.

Barber Shops, Hair Salons, Nail Salons, Massage Therapy Clinics, Tattoo Salons may resume business with walk-in clients as well as those scheduled by appointment. Providers must give adequate time between appointments to properly clean and disinfect. Walk-in clients must undergo screening at the door upon arrival.

Restaurants May Resume Dine-In Operations and seating can now increase to 66% of the total seating capacity. Reservations should be encouraged where practical, all staff who come in contact with patrons must wear a face mask that covers nose and mouth. Patrons must wear a face covering while in the establishment when 6ft physical distancing cannot be ensured (waiting area/walking to table/restrooms/etc.)

Casinos may increase the number of clients to 66% of the capacity for their facility, as long as 6ft physical distancing can be maintained. Casinos will be required to track attendees for possible contact tracing if an outbreak were to occur. Face coverings for all persons present will be enforced.
